What is Crisis City?

Think of saturday mornings spent watching superhero cartoons. Think of evenings spent reading comics under the covers. That's Crisis City - nostalgic, classic, a little stereotypical and campy. In a world where the population exhibits some form of superhuman ability, Crisis City stands out as the staging grounds for some of the most high profile showdowns in history.Supers in Crisis City are overseen by the Men Upstairs, the governing body that organizes and monitors metahuman activity. Most fights aren't matters of life and death, and are all about the spectacle. Like wrestling, the fights are staged, but the action is real. The constant conflict between heroes and villains keeps supers in fighting form, ready to defend the planet against the Outsiders, threats from beyond the stars.Crisis City is an open setting - but less like a curated gallery of heroes and more like a framework for aspiring storytellers to build their characters around. This is also not a strict set of rules and restrictions. If you want to write in the setting, you can write in the setting. This module will hopefully give you an idea of how the setting works so you can make your own imagination soar.
